Francis Tourigny

Co-Founder/Partner

Francis is a lawyer and a member of the Québec Bar. Before founding Exeo, he worked for one of the leading business immigration firms in Hong Kong. There, he helped hundreds of individuals immigrate to Canada and the United States. Working for one of the most important immigration law firms in Canada, he then assisted many companies to regularize the status of their foreign workers.

In addition to representing those clients, Francis gave many conferences across Asia and Europe on Canadian and American business immigration programs.

Francis began his career with two of Canada’s biggest law firms. He holds law degrees from the University of Montreal and Université Paris-1 Panthéon-Sorbonne. He also holds a bachelor’s degree in sociology and political science from the University of Montreal.

Marc-André Séguin

Co-Founder/Partner

Marc-André has been practising law in the immigrant investor industry since 2010, and has published a widely read Handbook on the Quebec Immigrant Investor Program.

Spending over a third of each year travelling the world to promote programs of the industry, he has personally developed business relations with industry professionals in over 20 countries and is a respected and frequent speaker on Canadian investment immigration issues.

Marc-André is an attorney licensed in Quebec (Canada) and in New York State (USA). He graduated from McGill University Law School, with degrees in both civil law (B.C.L.) and common law (LL.B.). He also holds a masters (LL.M.) in Asian Legal Studies from the National University of Singapore.

Marc-André is fluent in English, French and Spanish and is currently learning Chinese.

Laurence C. Trempe

Partner

(Quebec Bar, LL. B.)

Laurence Trempe is a Partner at EXEO and our Mobility Manager. She worked for the Canadian Federal Public Service for several years, in collaboration with different departments. In 2009, she left the Federal Public Service to join the private legal practice specialized in business immigration and international mobility.

Over the last 18 years, through her combined public-private work experience, she has acquired a wide and extensive expertise in her domain, representing companies of different scale (start-up to multinational) as well as individuals with their international mobility needs.She excels at helping clients overcome medical inadmissibilities, and in responding to administrative reviews. Laurence is also on the Executive Committee and Administrative board of the Quebec Lawyers Immigration Association (AQAADI) and has written multiple legal briefs addressed to the Quebec government regarding immigration regulation on behalf of this organization.

Finally, Laurence has been training multiple HR departments and has given several conferences to various Chambers of Commerce, Associations, and Public organizations. She graduated from law school in 2004 (LL.B), and pursued with South-East Asian studies. She is a Quebec Bar member since 2009. Finally, Laurence started her master degree in law (LL.M) at Ottawa University in 2018.

Sandrine Gaillot

Partner

MPA, LL.M., New York State Bar, Québec Bar

Sandrine leads our U.S. immigration practice. An immigrant herself, she first got into U.S. immigration to help out a dear friend avoid deportation. She was hooked. After a ten-year international career with the UN in African war zones dealing with international war crimes courts and disarming child soldiers, moving on to help clients fight immigration cases before U.S. government agencies was right down her alley.

A first child and another immigration move later, Sandrine joined private practice in Canada, where she advises clients from the four corners of the world on relocation strategies to Canada or the United States. From artists to entrepreuneurs, investors to I.T. consultants, athletes to inventors, she excels at elaborating strategies that set our clients on the path to their own immigration journey. She also has a knack for helping clients overcome criminal and other inadmissibilities.

As Sandrine’s long list of law degrees and bar memberships can attest, she has a passion for law, that is almost only surpassed by her love of anything covered in chocolate.

Marc-André Carrière

Lawyer LL.B., LL.M.

Marc-André is a lawyer member of the Barreau du Québec. He works on various economic immigration cases that are entrusted to him by partners of the firm. Before joining Exeo, he worked as a civil and commercial litigator for Montreal based law firms. Following his master's degree in Chinese Business Law at Peking University, Marc-André also worked in Beijing for a company specialized in the field of economic immigration. He is currently completing a Juris Doctor at Université de Montréal.

Fan of basketball and whisky, he is also passionate about international issues
related to East Asia.

Chloé Blouin St-Gelais

Lawyer

Chloé is a lawyer and member of the Barreau du Québec. She joined the EXEO team in October 2020, where she focuses on permanent residence and business immigration.

She graduated from the Université de Sherbrooke's Faculty of Law (LL.B) with the objective of practicing immigration law. She worked at the Immigration and Refugee Board of Canada and then practiced at two other immigration firms before joining our team.

Prior to her law studies, Chloé completed a Bachelor's degree in International Studies and Modern Languages (minor in Spanish) at the Université Laval, which gave her the opportunity to study in Spain. It was through this program that she became interested in international mobility and wanted to work in immigration. It was only natural for her to take this path afterwards.
In 2021, she completed a Specialized Graduate Diploma in Translation at the Université de Montréal.

With a background in classical music, Chloé practices piano. She is also interested in European Union politics and law, climate change and social entrepreneurship.

Chantal Racette

Legal Advisor

Chantal has obtained a bachelor's of law and a master's of law in notarial law from Sherbrooke University. She joined Exeo in the fall of 2021 as a legal expert, mainly working with immigrant investors. She is fluent in French and English.
Beatriz Santos profile picture

Beatriz Santos

Member of the Portuguese Bar Association / Portugal Immigration Manager

Beatriz has a Law Degree by the University of Lisbon.

She became a member of the Portuguese Bar Association in 2015 and started her own law practice in 2016, where she promotes technical competence, respect and a healthy and safe environment to develop the best ideas and strategies for her clients. Since 2018 she has divided her life between Portugal and Canada, spending roughly half of each year in Montreal.

She joined Exeo’s team as Portugal Immigration Manager in 2020.

Beatriz has been a member of Amnesty International since 2018 and recently became the Coordinator of the Jurists Group of Amnesty International - Portugal.

She is also a certified teacher in Portugal, providing certified training experience in several legal areas.

Beatriz fluently speaks English and Portuguese and also speaks French and Spanish.

Christine Sabbagh

Immigrant Investor Liaison

Christine is currently a law student at Université de Montréal. Before beginning her law studies, she obtained a Bachelor’s of Sociology with distinction from Concordia University.

Having joined Exeo as a legal assistant in the summer of 2019, Christine has recently begun a new role as an investor liaison with immigrant investors and entrepreneurs. She is fluent in English and French.

Danika Ippolito

Senior paralegal

Danika is our senior paralegal working mainly in the areas of the Canadian International
Mobility Program, Labour Market Impact Assessment (LMIA), and U.S. Immigration with more than eight years of legal experience. She is a graduate of O'Sullivan College with a degree in Paralegal Technology (2014) and holds a bachelor’s degree in Political Science from Concordia University (2011).

Léa Vimfles

Office Manager

Lea is the office manager at Exeo. She joined the team in January 2020 and is mainly responsible for the management of the firm as well as its evolution.
After studying languages at the University of Economics in St. Petersburg, Russia, Léa completed a master's degree in sociology at the University of Savoie-Mont-Blanc. It is through this master's degree that she discovered the world of human resources and communication.

In addition to French and English, Léa speaks Russian.

Laurine Bigot

Administrative assistant

Laurine Bigot is currently our administrative assistant. As the first point of contact with clients, Laurine oversees the organization and smooth running of the office. Laurine holds a Master's degree in Marketing from the Rennes Business School in France and moved to Quebec after spending several years in the United States, Spain, England and France.

Laurine is fluent in French, English and Spanish.

She loves cooking and travels around Montreal and its surroundings in search of the best restaurants.

Gabrielle Thiboutot

Legal Intern

Gabrielle is one of our students and is part of the Canadian mobility team. She has long known that immigration law was her calling. In order to better understand migration movements and their impacts, she completed with distinction both the Civil Law degree and the Bachelor of International Development and Globalization at the University of Ottawa. Having worked in large law firms, but wanting to specialize in immigration, Gabrielle joined our team in the summer of 2021.

Sarah Poulin Quintero

Legal Intern

Sarah joined Exeo Avocats and more specifically the Canadian Mobility and Permanent Residency teams in October 2021. Sarah discovered the world of immigration during her law degree at Laval University. Very involved in university life, Sarah was, among other things, president of the Law and Business Club at Laval University.

In addition to French and English, Sarah is fluent in Spanish.

Sarah has juggled dancing and running for many years.

Florence Beaulieu-Lavoie

Law Student

Florence is currently completing her Bachelor of Laws at the Université du Québec à Montréal concurrently with her Bachelor of Arts in Communication and Political Science at the University of Ottawa.

Having joined Exeo in August 2021 as a Business Immigration Assistant, Florence also holds a role in the firm's communications. She is fluent in French, English and Spanish.
