Investment Routes to Residence in Europe
Europe’s investment immigration landscape has changed significantly in recent years. As of September 2026, no European Union member state offers direct citizenship by investment. Instead, investors may obtain residence through qualifying investments and, where permitted, pursue citizenship later under the country’s ordinary naturalization rules.
Portugal and Greece continue to operate prominent golden visa programs, while Cyprus and Bulgaria offer permanent residence options for qualifying investors. Since investment thresholds, eligible assets and residence requirements vary and may change, each program should be carefully reviewed before proceeding. These routes are often weighed against the Quebec Immigrant Investor Program and the U.S. EB-5 investor program.
