In response to the growing demand for immigration to Canada among international students eager to pursue their studies in the country, the Canadian government has announced a series of new rules aimed at protecting foreign students from illegal individuals looking to take advantage of their situation.
According to Marc Miller, Canada’s Minister of Immigration, the government recently uncovered a scheme in which over a hundred falsified acceptance letters were issued by immigration agents to bring international students into Canada.
Miller pointed the “bad actors” in the education system taking advantage of Canada’s international student program, which the minister characterized as “riddled with perverse incentives,” as the root of the problem.
Given that the private and public institutions partaking in the program are accredited by provinces rather than the federal government, disreputable colleges and universities are able to operate international student program scams under the radar and attract students to enroll at their institution specifically to receive their tuition – while only offering a minimal amount of courses and questionable educational quality in return.
Some foreign students reported being asked for additional payments from these institutions just weeks before they were scheduled to begin class, despite having already paid tuition in full.
As a result, Miller announced that the Canadian federal government would intervene to try to remedy the problems of the international student program in collaboration with the Canadian provincial governments.
“The federal government is stepping up and opening its arms to our provincial and territorial partners to ensure that we are all doing our job correctly,” said Miller. “If this work cannot be done, the federal government is ready to do it.”
Miller went on to say that the Canadian immigration ministry would attempt to curb student visa fraud by reviewing and verifying foreign students’ university acceptance letters and issuing priority study permits to educational institutions proven to operate in good faith.
“Our goal here is to punish bad actors to ensure that they are held accountable for their actions, and to reward good actors who provide adequate results for the success of international students,” said Miller.
